I found cirtexhosting.com from an ad and would like to know if it is a reliable web host. (As in not a scam)

Because their $2.99 basic plan looks really cheap.

Have you considered Bluehost or Startlogic ? Both are great and fairly cheap.

Other Replys:I cannot find a whole lot of reviews out there for cirtexhosting. Some do exist and they seem a bit mixed.

They have a good package at a good price with terrific support. They are the same company as http://www.bluehost.com
