Using another company to host your website for you will probably cost less if you have a small site, and not much traffic. Many ISPs offer this feature.
If you want to host your own website, you can do it cheaply using a PC, a broadband connection and a dynamic dns hostname (eg http://dyndns.com/ ). However, you have to bear in mind your webserver security, backup power, maintenance - all of which adds up. Plus, if your site becomes popular, your broadband connection might not be able to cope.
A step up from that is a leased line with guaranteed capacity and a fixed IP address. That will cost a lot more than broadband, but you won%26#039;t be sharing the bandwidth with everyone else, and adding extra bandwidth can be done relatively easily (at a cost).
For high availability you should consider multiple servers, redundant power-supplies and redundant hot-swappable storage. You%26#039;ll need to have a secure web-server, and a secure machine to run it on.
If you%26#039;re just starting out, I%26#039;d suggest you go to an ISP to host your site, and if the site takes off, then it might be worthwhile running it yourself - but it%26#039;s not a small undertaking.
