1 can I build a forum just by using html,
No. You have to have some server-side language to do it.
2 do I need to use ASP
No, PHP / MySQL works fine.
3 do I have have a web site that enable ASP.NET
No.
4 does yahoo provide ASP.NET
No.
5 if not please tell me a good web hosting servise that provide that.
I prefer http://www.webhost4life.com for shared ASP.NET hosting. http://www.godaddy.com also provides ASP.NET hosting.
6 How do I build a forum
You don%26#039;t. You use a forum that%26#039;s already been built. I would recommend http://www.phpbb.com but you can also use http://www.communityserver.org if you want to use ASP.NET
7 how can I put it in my web site
1. Get a Web host
2. Download the forum script
3. Follow the installation instructions that came with it.
I would recommend getting Web hosting from http://www.dreamhost.com and using their installer to install phpBB.

Other Replys:Will try to answer them one by one:
1. No. Impossible. Unless you use html to link it to a free forum host.
2. Nope. Not necessary.
3. Refer to Qn2
4. Not that I am aware of.
5. Try http://www.phpbbweb.com/ . It offers a good forum hosting that is free.
6. Gather a group of target audience with some interest group and get them to actively participate in your forum. For technical aspect, refer to Qn5
7. Refer to Qn1.
Other Replys:The most popular open-source and free forum sooftware runs on PHP, not ASP. And Linux, not Windows (though PHP will run on Windows too, if you%26#039;re a glutton for punishment).
Specifically, PHP-based forum products also normally require MySQL (to store the data), and Apache (to make clean, search-engine-friendly URLs with Apache%26#039;s mod_rewrite).
A shared hosting plan based on Linux will have all of these.
As to the actual PHP projects, the most popular forum-ONLY software is PHPBB.
However, I find that the functionality of the Drupal CMS (content managment system) is much nicer, in both features, extendability, elegance of design, and appearance of the themes. But don%26#039;t take my word for it. Check it out for yourself...

Finally, installing PHPBB or Drupal, or any number of other applications that can be adapted for forum use, like Joomla for example, are very easily installed on any web host that provides the Fantastico auto-installer. You can literally be up and running in just a few mouse clicks. My record is 7 minutes... and that was way back when I was still using a dial-up connection!
